Azure Migrate is Microsoft's free assessment and migration hub for discovering on-premises servers, databases, and web apps, mapping their dependencies, and sizing the equivalent Azure footprint before any workload moves. Microsoft previewed the service at Ignite 2017 and took it to general availability, at no additional charge, at the end of February 2018, later folding database- and web-app-assessment tools into the same hub. Azure Migrate itself does not charge for discovery or assessment; customers only pay for the Azure compute, storage, and database resources the migrated workloads end up consuming.
